Built Around Canada's Priorities

Five Pillars of Partnership

Canada’s future submarine capability is about more than a platform.
It is about sovereignty. Readiness. Partnership. And a long-term commitment to protecting Canada’s interests at home and alongside allies abroad.

Together with Canadian partners across the country, Team 212CD stands ready to move forward.

02 Sovereign Capability

Team 212CD’s proposal secures Canada’s long‑term submarine independence by building sovereign training, maintenance, sustainment and operational support capabilities, preserving the expertise, infrastructure and industrial base needed for the fleet.

03 Canadian Industrial Partnership

Team 212CD will activate and expand a nationwide Canadian industrial network - linking coastal hubs, suppliers and institutions - to create a sustainable ecosystem for submarine operations, workforce development, innovation and long‑term economic value.

04 NATO Interoperability

As global security challenges continue to evolve, interoperability with trusted allies remains essential.
The 212CD platform is designed to operate seamlessly within allied naval environments and contribute to Canada’s commitments within NATO and broader international security partnerships.

05 Long-Term Shared Roadmap

The partnership extends beyond platform delivery.
Team 212CD’s approach is built around long-term cooperation with Canada and the Royal Canadian Navy — supporting future capability growth, technological evolution, operational readiness, and enduring industrial collaboration over decades.

The final proposal will generate CAD 167 billion in total economic activity across Canada, deliver over CAD 86 billion in economic impact, and over 650,000 job-years across Canada during the life of the project.

A Partnership Built on Trust

A GovernmenttoGovernment Framework

The Team 212CD partnership is anchored in a Government-to-Government agreement between Canada and Germany — providing legal certainty, political commitment, and the highest level of state-backed assurance for Canada's submarine investment.

This framework eliminates commercial risk, ensures export approvals, and creates a direct channel for defence cooperation that goes beyond a standard procurement relationship. It is the foundation upon which a multi-generational partnership can be built.

A Proven Nato-Partnership in Action

WHAT IS
TEAM 212CD?

Team 212CD brings together Germany, Norway, and Canada in a uniquely integrated submarine partnership — one that is already underway and already producing.

At its core stands TKMS, the world’s most experienced builder of conventional submarines, offering Canada a low-risk, NATO-aligned, and economically transformative solution.

A proven program, a live production line, and a generational opportunity for Canada’s economy and sovereignty.

Canada’s decision to move forward with Germany and Norway on a project of this scale is a consequential moment for the partnership between three nations. More than nation-building, having the Canadian Patrol Submarine Program (CPSP) join Team 212CD is about alliance building and a new era in the Team's strategic and industrial relationship.

Frequently asked questions

Your questions,
answered clearly

1. What does the CPSP decision mean for Canada?

Today's announcement marks the beginning of a long-term strategic partnership between Canada, Germany and Norway. It is an important milestone in Canada's efforts to modernize its submarine capability and strengthen its ability to operate in the Arctic, North Atlantic and Indo-Pacific regions.

Beyond the acquisition of submarines, the CPSP establishes the foundation for a sovereign Canadian submarine enterprise that will support operations, maintenance, workforce development and industrial participation for decades to come. It also strengthens Canada's interoperability with NATO allies and reinforces transatlantic defence cooperation at a time of growing global security challenges.

2. Why was Team 212CD selected for the CPSP?

While the Government of Canada is best positioned to explain its decision, we believe Team 212CD presented a compelling combination of operational capability, proven technology, industrial benefits and long-term partnership.

Our proposal offered Canada the opportunity to join an existing government-to-government framework with Germany and Norway, providing access to a common platform, shared training systems, common logistics and sustainment efficiencies. This approach reduces risk, strengthens interoperability and provides Canada with a trusted network of partners for the full lifecycle of the fleet.

3. What happens next in the program?

The selection of Team 212CD marks the transition from competition to implementation.

Over the coming months, TKMS will work closely with the Government of Canada and Canadian partners to finalize contractual arrangements, establish governance structures, advance industrial planning and begin preparations for program execution.

Work will focus on detailed design integration, industrial participation planning, workforce development, infrastructure requirements and the creation of long-term sustainment capabilities in Canada.

4. What are the benefits for Canadian industry?

A core objective of our proposal is to establish a sustainable submarine enterprise in Canada.

Canadian companies will play an important role throughout the lifecycle of the program, including maintenance, repair, overhaul, component manufacturing, systems integration, training and technology development.

The program is designed to create long-term industrial opportunities that extend well beyond submarine construction. Canadian businesses will also have opportunities to participate in TKMS's global supply chain and collaborate with partners in Germany and Norway.

5. How will Canadian workers and communities benefit?

The CPSP will support highly skilled jobs across multiple sectors, including shipbuilding, advanced manufacturing, engineering, digital technologies, logistics and in-service support.

Beyond direct employment, the program will contribute to workforce development, skills transfer and knowledge creation through partnerships with Canadian industry, academic institutions and research organizations.

Because submarines remain in service for decades, the economic benefits associated with sustainment and modernization activities will continue long after delivery of the vessels.

6. How will Canada benefit from joining the 212CD partnership with Germany and Norway?

Canada will become part of a growing community of NATO allies operating a common submarine platform.

This creates opportunities for cooperation in training, logistics, maintenance, doctrine development and operational planning. It also allows participating nations to benefit from shared investments in future upgrades and technology development.

The partnership enhances interoperability while preserving Canada's sovereign control over its fleet and operational requirements.

7. How will TKMS transfer submarine expertise and knowledge to Canada?

Knowledge transfer is a central element of our approach.

Canada will benefit from access to the expertise, processes and experience developed through the 212CD program in Germany and Norway. This includes technical training, engineering support, operational knowledge and sustainment expertise.

Our objective is to help Canada establish a strong domestic capability to operate, maintain and evolve its submarine fleet over the long term while creating opportunities for Canadian industry and workers to become integral members of the broader Team 212CD ecosystem.

8. How will TKMS ensure the program is delivered on schedule?

The 212CD program is built on an active production line and benefits from ongoing collaboration with Germany and Norway.

TKMS has delivered submarines to navies around the world for decades and maintains continuous submarine production capabilities supported by modern shipbuilding facilities in Kiel and Wismar.

By leveraging an existing program, established supply chains and proven industrial partnerships, we can reduce development risk and provide Canada with a clear pathway to capability delivery.

9. How will this program strengthen Canada's national security?

Submarines are among Canada's most important strategic assets because they provide a unique combination of stealth, persistence and deterrence.

The 212CD platform will provide Canada with an advanced capability to monitor and protect its maritime approaches, contribute to Arctic sovereignty, support intelligence-gathering missions and operate alongside NATO allies in complex security environments.

The program strengthens Canada's ability to respond to future threats while ensuring the Royal Canadian Navy remains equipped to meet evolving operational requirements.

10. What message does this partnership send internationally?

The CPSP demonstrates the value of cooperation among trusted allies.

By bringing together Canada, Germany and Norway, the program strengthens NATO interoperability, deepens transatlantic industrial cooperation and contributes to collective security.

It also highlights Canada's commitment to investing in modern defence capabilities while building strong partnerships that deliver strategic, economic and industrial benefits for future generations.
